Gives someone a login. Doesn't put them on any project — do that below, or they'll see an empty dashboard.
Assign to Project
Controls what PMs / Engineers / Planners actually see. Division Lead and QS/Finance/Admin visibility comes from their account, not this table.
Users
Everyone with a login. Inactive accounts stay listed (greyed out) so they can be reactivated.
Active Assignments
Filter by project to see one team, or leave on "All projects" to see everything.
